The City Council took another step in its five-year strategic planning process Tuesday, establishing a list of priorities. Topping the list are a diverse and strong economy, a better transportation system, improved recreational and cultural facilities, leadership on regional issues affecting Lake Forest and community safety.

Regional issues such as the El Toro Marine Corps Air Station, Musick Jail and storm water management are inevitable projects that will require the city’s time and resources, officials said.

The city also has $10 million available for capital projects, public services and programs. City officials will create a plan of action based on the council’s goals and draft a five-year budget.
