Vouchers for Medicare

* Before our brave senators and congressmen convert Medicare to a voucher plan (Commentary, April 19), I suggest they abolish the congressional health plan and give themselves vouchers (for an undefined “basic level of care”). If they still like the idea after four or five years and enough of them survive the HMO nightmare, then they can consider foisting this idea off on the rest of America.
