The Clinton administration unveiled new Atlantic and Gulf Coast fishing restrictions aimed at rebuilding stocks of shark, Atlantic tuna and marlin, but environmentalists said the rules would not stem the severe decline of swordfish. Years of overfishing has resulted in so huge a drop in the number of Atlantic migratory fish that some species may soon be near extinction, conservationists said. The plan takes effect June 1. The administration promised to press international negotiations for tighter quotas on swordfish.
