The City Council voted recently not to comply with the Orange County Grand Jury’s recommendation that cities and school districts stop using gasoline-powered leaf blowers. The recommendation was in a report issued in February that gave the city until May 16 to reply. The city owns 14 leaf blowers, which represent 4% of the blowers used in the city and cause a minimal effect on air quality, according to city reports. City staff concluded the alternative would be to increase sweeping, which would increase labor costs.
