The 43-home Capistrano-by-the-Sea development recently cleared another hurdle when the City Council introduced an ordinance to rezone the 25-acre parcel to allow homes to be built there.

The ordinance, which was approved at the Oct. 26 meeting, was ratified 3 to 1 with Mayor Ingrid McGuire dissenting. Councilwoman Ruby Netzley abstained because she lives near the proposed development.

The ordinance zones the entire property for residential use, allows nearby St. Edward’s Church to purchase 2.5 acres that it will use for parking and to expand its on-site school and gives the community a one-year window to purchase the Dolph House, a local landmark considered Dana Point’s first residence.
