There will be an informal reception after the 7:30 p.m. City Council meeting tonight to bid Councilman Juan Garcia farewell. Garcia, who recently completed his term as mayor, resigned one year shy of completing his term, citing his weekly commute to and from San Ramon for his job with Chevron. Garcia’s last day is Dec. 31.
