City officials ended a long-running dispute in an Old Towne neighborhood by denying resident Ralph Zehner’s plans to build apartments behind his home. Neighbors on East Culver Avenue have been arguing over Zehner’s proposal for nearly a year. He had hoped to build two duplexes, a carriage house and a seven-car garage, but neighbors feared it would ruin the look of their historic, single-family community.

City Council members heard a final appeal this week on the Planning Commission’s denial. The council unanimously voted down the plans, saying they did not meet Old Towne Design Standards.
