The City Council recently approved a city budget of $29 million for fiscal year 1999-2000, which begins today. That represents a decrease of about $400,000 from the 1998-99 budget because fewer capital projects are planned and the city is paying a lower rate into the state’s employee retirement system, finance director Elizabeth Stoddard said. The city expects to benefit this year from several increases in revenue, including $130,000 from new parking meters downtown and $90,000 from hiring a new traffic officer, according to City Manager Keith Till.
