The City Council voted 4 to 0 Tuesday to transfer control of the El Toro Road Redevelopment Area from the Orange County Development Agency to the city’s Redevelopment Agency. The county kept the land under its jurisdiction when the city incorporated in 1991. Authority was transferred to the city in June, Mayor Peter Herzog said, but “this was sort of the final documentation. Now we have full planning authority, which is really the key,”
The transfer also means that the city will control all taxes generated by redevelopment.
