Quarterback Heath Shuler, a college star who has had little success in the NFL, has been waived by his second team in less than four months.

The Oakland Raiders cut Shuler on Thursday on the eve of a three-day mini-camp. Shuler was cut by the New Orleans Saints in late February and signed by the Raiders as a free agent.

Shuler, who finished second in the 1993 Heisman Trophy balloting after passing for 4,088 yards in two seasons at Tennessee, was the third overall pick of the 1994 draft by the Washington Redskins, who traded him to the Saints in 1997 for two draft choices.
