The city has applied for an extension on a permit to alter the stream bed on the 13-acre Lower Rosan Ranch property, the current site of a number of small homeless camps and the prospective site of a Home Depot.
The city had a permit allowing it to stockpile dirt on the property, but the permit expired in January, said California Department of Fish and Game Warden Spencer Gilbert.
The No Home Depot Committee, a citizens group, has accused the city of cutting trees on the site in June and of making other alterations, including stockpiling dirt. The group opposes the city’s plan to develop the property for commercial use.
The department is continuing to investigate the allegations, Gilbert said.
