Proposal for Spaying, Neutering Pets

It is important that the public be informed about what the Los Angeles Department of Animal “Services” new legislation actually entails. This law will not change the way current laws are enforced. It will only give Animal “Services” more personnel to go to the homes of licensed dogs and make sure that the law-abiding owners pay the increased fees.

Those who do not license their dogs will get away with it just as they do now. Dogs that run loose will continue to run loose, reproducing randomly, until they bite someone, because the additional money is not to enforce leash laws, but to stop breeders.

Purebred dog fanciers are angry about this proposed legislation because it gives a loud minority the right to stop them from buying a purebred dog from an ethical breeder in Los Angeles. Breeders, faced with these punitive fees, will simply move out of the area or go underground.
