Sheriff Seeks Public’s Help Locating Sex Crime Suspect, 3 Others

The Ventura County Sheriff’s Department is asking the public’s help in locating four people who allegedly failed to appear in court or violated probation. Arrest warrants have been issued in each case.

Cathi Doreen Gagliano, 43, who also uses the last names Jackson, Smolcich and Martin, allegedly violated her probation on a conviction for embezzlement.

Gagliano last lived in the 8100 block of Shaver Avenue in Ventura. She is white, 5 feet 5, 160 pounds and has blond hair and blue eyes.

Channa Pryia Ruberos, 34, allegedly failed to appear in court on several sex crime charges. He last lived in the 100 block of Scandia Avenue in Ventura.

He is Sri Lankan, 5 feet 11, 190 pounds and has black hair and brown eyes.

Rafael Negrete Alvarez, who also uses the names Juan Soto and Raul Soto, 29, allegedly violated the terms of his probation on a conviction for possessing stolen property.

He last lived in the 300 block of East Fir Avenue in Oxnard. Alvarez is Latino, 5 feet 8, 175 pounds and has black hair and brown eyes. His tattoos include “Coch” on his chest, “Laura” on his left arm, “Colonia Chiques” on his right arm, the number 1 on his right shoulder and 3 on his left shoulder.

Dustin James Allen, 25, allegedly violated the terms of his probation on a conviction for possessing a controlled substance. He last lived in the 100 block of North Fifth Street in Oxnard.

He is white, 6 feet 2, 150 pounds and has brown hair, blue eyes and a devil tattooed on his left arm.
