Corruption in the Mexican legal system appears to have “continued unabated” despite attempts at reform in recent years, the United Nations investigator into judicial independence said.

“The level of impunity and corruption in Mexico is a wide societal problem brought on by a political system controlled for nearly a century by a single party that did not need to account for its acts,” Param Cumaraswamy told the U.N. Human Rights Commission in Geneva.

Speaking for the Mexican government delegation, diplomat Arturo Hernandez Basave acknowledged that much remained to be done in the fight against impunity and “in repairing lack of confidence of the population in the judicial system.”
