Pastrana Calls Off Talks With 2nd Rebel Group

Colombian President Andres Pastrana suspended peace talks with the nation’s second-largest rebel group, saying it was not interested in peace.

The failure of negotiations with the National Liberation Army, or ELN, follows February’s end of talks with a larger rebel group, the Revolutionary Armed Forces of Colombia, or FARC, and dashes any hope Pastrana had of negotiating peace deals as promised when he was elected in 1998. His term ends in August.

The ELN refused to subject itself to controls on its movements during a proposed six-month cease-fire, the government said.
