City Pays Man Allegedly Beaten by Police Officer

The city has paid $25,000 to a man who alleged an off-duty police officer beat him during a confrontation at a local pizza restaurant.

The July 2000 incident sparked one of two excessive-force allegations leveled against Officer Edmond Kennedy within just 24 hours. A day later, a 17-year-old claimed Kennedy jumped on him and threw him to the ground in response to a vulgar gesture.

Kennedy has denied wrongdoing but acknowledged that police supervisors disciplined him for his actions in both incidents. Kennedy said he is appealing their decision.
