Aggressive panhandlers or those who beg for money at bus stops, in parking lots and in outdoor dining areas could face hefty fines or jail under a new ordinance.

Violators could be fined $1,000 or get six months in jail if found guilty of aggressive panhandling or begging in prohibited public places under a proposal approved Tuesday by the City Council.

City Council President Henry Perea and Council member Brad Castillo oppose the new law, saying it unfairly targets the poor, minorities and the homeless.
