Landlord Sanctioned for Substandard Housing

A Santa Rosa landlord targeted in the city’s 3-year-old campaign against substandard rentals will pay $200,000 in costs and penalties and be suspended from the rental business for five years.
Sherman Campbell and the city reached an agreement a day before a trial was to begin on two substandard-housing lawsuits the city filed 18 months ago.
