Confusion reigned as U.S. Marines joined forces with Baghdad police in their first joint effort to crack down on looters at downtown banks.
In one heist, more than 20 thieves fled -- firing an AK-47 into the air as they went -- before Marines and police arrived.
Three robbers were apprehended, but then Marines weren’t sure what to do with them.
An Iraqi officer jumped in a car and chased the other robbers, but returned a short time later, without the culprits or his car.
Complicating matters, Marines also are unable to communicate with Iraqi police or the looters.
Since U.S. troops moved into Baghdad last week, millions of Iraqi and U.S. bank notes have been stolen.
