Bush to Tap England to Be Navy Secretary Again
President Bush said that he intends to nominate Gordon England, the deputy secretary of Homeland Security, to return to his former position as secretary of the Navy.
England moved from the top civilian post in the Navy to the No. 2 position at the Homeland Security Department in January. A period of instability at the top of the Navy followed. Susan Morrisey Livingstone, who had been undersecretary of the Navy, became acting secretary but then stepped down. She was replaced by Hansford T. Johnson.
