Norway said it would permit oil and gas drilling in the Arctic’s Barents Sea, despite protests from environmentalists, but it kept one area to the south near picturesque islands off limits.

Energy Minister Einar Steensnaes said three wells would be proposed but that oil spill protections needed to be strengthened. He said drilling off the Norwegian Sea’s Lofoten Islands, a major spawning ground for cod, would be out of bounds until at least 2005.
