Negotiations to Begin on Annexing El Toro

County supervisors agreed Tuesday to begin formal negotiations with Irvine for the city’s annexation of the former El Toro Marine base.
Talks have taken place in recent weeks among individual supervisors and city officials. But supervisors said they want a formal agreement for sharing property taxes -- a necessary step for annexation -- before the full board votes next week.
The sticking point has been how the county will receive property tax money from development on the base after it moves to Irvine’s control.
