School District Is Overstaffed, Study Says

The Oakland school district has 400 to 500 more employees than it can afford, according to a new report.
The study by School Services of California found the district has more employees -- mostly teachers -- than comparable districts. The report blamed overstaffing for the district’s budget woes, and suggested job cuts.
