Outgoing EPA Chief to Monitor Cambodia Vote

Outgoing EPA chief Christie Whitman will head observers monitoring parliamentary elections in Cambodia on July 27.
Whitman, who leaves the Environmental Protection Agency on Friday, will lead a delegation of observers assembled by the International Republican Institute, a nonprofit group promoting democracy abroad.
