Voters have narrowly approved a referendum on a 61-unit condominium-retail complex in downtown Palo Alto.

Developer Doug Ross and his partners spent $240,000 on a campaign run by political consultant Ed McGovern to win approval for Measure C on Tuesday’s ballot.

Opponents said the block-long, four-story building would block sunlight and dominate the neighborhood of small businesses.
