European Union officials meeting in Luxembourg approved $311 million in aid to Turkish-controlled northern Cyprus -- a reward for its vote in favor of a U.N. plan to reunify the island.

The overwhelming “no” vote by Greek Cypriots in the south will keep the island divided, so only the southern region will join the European Union on Saturday. EU laws and benefits will apply only to Greek Cypriots.
