The State Ethics Commission decided to postpone action on a complaint against Gov. John G. Rowland until after a federal criminal investigation ends.

The ethics commission had been asked to look into the legality of gifts and favors the three-term Republican governor has admitted accepting from employees and state contractors. Rowland and his administration are also the subject of a wide-ranging federal probe into possible contract steering.
