Preservation for all?
AS chairwoman of the Windsor Square Assn.’s Preservation Committee, I can report that our group has been working for more than four years to develop a workable preservation plan for our historic neighborhood. The article “A New Crack in the Old Neighborhood” (June 24) does not mention our grass-roots effort to preserve what the Cultural Heritage Commission designated as one of the great residential treasures of Los Angeles.
Our committee has engaged a completely open, public process that sought opposing views to craft a workable plan with the widest appeal. We have conducted polls, held public meetings, worked closely with our Council office to revise the framework of the Historic Preservation Overlay Zone ordinance, and drafted a plan that gives the responsibility for maintaining the character of Windsor Square to its residents.
This ongoing, inclusive process has created the least restrictive of all the HPOZs (existing or proposed) and is the first HPOZ to be proposed with limits set at the time of adoption.
The overwhelming majority of our neighbors have come to support the Windsor Square HPOZ because of the trust we have built working together to develop a plan.
