A former plastics maker has agreed to pay $4 million in fines for polluting the air and water from its manufacturing plant in Saugus, the U.S. Environmental Protection Agency announced Thursday.

EPA investigators concluded that Keysor-Century Corp., a maker of polyvinyl chloride products such as siding and pipes, released toxic wastewater into the Santa Clara River and carcinogens into the air while falsifying reports to state and federal agencies.
