DWP Won’t Be Charged on Bidding Rules

An investigation by the Federal Energy Regulatory Commission into allegations that the city’s Department of Water and Power violated bidding rules to manipulate the market during the energy crisis has ended. The agency said there would be no charges, officials said.

Mayor James K. Hahn said Wednesday that the decision further vindicates the DWP, which had earlier been cleared of allegations that it improperly sent electricity out of state, then imported it to drive up the price.
