Eleven European Union governments knew about secret CIA prisons in Europe, a draft European Parliament report says.

The report calls for inquiries into whether human rights laws were violated.

No EU governments have admitted that the anti-terrorism operations were carried out on their territory. The 11 countries in the report were Britain, Poland, Germany, Italy, Sweden, Austria, Ireland, Spain, Portugal, Greece and Cyprus.
