Federal Communications Commission Chairman Kevin J. Martin agreed to postpone today’s vote on an AT&T; Inc.-backed plan to overhaul the fees telephone companies charge for connecting other carriers’ calls.

The FCC’s four other members requested the delay because they had unresolved questions about how to fix the intercarrier compensation system, Martin said.

The FCC may be unable to vote on the plan until next year, he said.
