A 73-year-old woman in San Ysidro has been arrested for allegedly stealing more than 11,000 toys over several years from the Toys for Tots program and selling them, the San Diego County district attorney’s office said Thursday.

Virginia Kelly was a longtime foster mother and president of the Latino Foster Parents Assn. Welfare officials have removed the foster children from her home.

“Stealing from a charity and depriving needy children in San Diego of the chance to get a new toy is despicable,” Dist. Atty. Bonnie Dumanis said.

Kelly was arrested Wednesday and pleaded not guilty Thursday in San Diego County Superior Court to charges of grand theft and embezzlement. If convicted, Dumanis said, she could face up to four years in prison.
