Annie Moody and the LAPD
Annie Moody has been arrested by Los Angeles police 59 times in roughly six years, according to LAPD arrest data -- more than anyone else in the city. Her case “represents an extreme,” the city attorney says, “including her repeated disinterest in complying with rules that everybody else complies with”: meaning the homeless woman prefers to spend the day in her favored spot on skid row rather than move on after spending the night there. The law calls it “illegal lodging.”
