Costa Mesa Planning Commission to review One Metro West mixed-use project

One Metro West, an expansive mixed-use development proposed for Sunflower Avenue, will return to the Costa Mesa Planning Commission for review Monday night.

The project proposes tearing down an industrial building and replacing it with residential, retail and office spaces. It would bring 1,057 residential units, 6,000 square feet of retail, 25,000 square feet of offices and 1.7 acres of open and park space to a 15.6-acre site at 1683 Sunflower, north of the 405 Freeway.

Given the coronavirus pandemic and the governor’s stay-at-home order, the City Hall council chamber, where the commission meets, is closed to the public. People can watch the commission meeting, which begins at 6 p.m., at YouTube.com/CostaMesaTV or on Spectrum Channel 3 or AT&T U-Verse Channel 99. For One Metro West to gain city approval, the project will require several accommodations, including rezoning the site from industrial park to planned development residential, amending the land use element and establishing a maximum of 80 dwelling units per acre, along with master and specific plans, a development agreement between the applicant and the city and an environmental impact report.

If it makes it through city reviews, One Metro West also would be subject to voter approval per Measure Y, which requires that any change to the city’s general plan or zoning code that adds 40 or more residential units and meets other specifications must go to voters.

Triangle Square signage

The Planning Commission also will look at a proposed sign policy at the Triangle, the large shopping complex at the corner of Newport Boulevard and 19th Street that marks the entrance to the city from the 55 Freeway.

Developer Tyler Mateen and the Triangle LLC are asking for a revised “planned signage program” that would allow for nearly 5,000 square feet of signage on the property, including LED screens.

The signs would be used for advertisements, event promotions, public service announcements and other community engagement, according to the application.
