Fountain Valley City Council Wrap-Up

ISSUE: PROPOSED CARL’S JR. PLAY AREA

VOTE: 5-0

SUMMARY: The City Council voted to delay the public hearing regarding a

permit for a new 3,050-foot Carl’s Jr. at the Brookhurst Plaza, 17155

Brookhurst St., until Oct. 5, 1999. At that meeting, the council will

consider an appeal of the Planning Commission’s decision to strike the

fast-food restaurant’s three-level play area from the building plans

before approving its permit. At the time of the vote, a majority of the

planning commissioners said a play area did not fit Fountain Valley’s

aesthetics or demographics.

ISSUE: MASSAGE ORDINANCE

VOTE: 5-0

SUMMARY: The council amended the city’s massage ordinance to allow

massage of the outer buttocks and provide appropriate testing for

communicable diseases to include TB and Hepatitis A, B and C.

ISSUE: CHURCHES IN COMMERCIAL ZONES

VOTE: 5-0

SUMMARY: The council scheduled a public hearing to discuss an ordinance

allowing religious facilities in commercial zones where there is adequate

parking.

ISSUE: FUNDS FOR MILE SQUARE PARK RECREATION FACILITY

VOTE: 5-0

SUMMARY: The council authorized $750,000 in state grant funds to be used

for the expansion of the recreation facility at Mile Square Park.

Proposed ideas for the expansion include softball fields, soccer fields

and a skateboard park.

ISSUE: PARK AND RIDE LOT

VOTE: 5-0

SUMMARY: The council approved an extra $18,722.46 for the construction of

the Park and Ride Lot at the Fountain Valley Recreation Center. GCI

Construction, Inc., will use the funds to install a new water line,

additional import soil and drainage facilities, items that were not

anticipated when construction began.

ISSUE: NATURE TRAIL REHABILITATION

VOTE: 5-0

SUMMARY: The council approved $6,547.94 for the rehabilitation of nature

trails on the east side of Newland Street. The payment will cover extra

work needed to remove additional trees and replace concrete steps.

ISSUE: RESURFACING HEIL AVENUE

VOTE: 5-0

SUMMARY: The council awarded a $247,655.47 contract to reconstruct and

resurface Heil Avenue between Euclid Street and Harbor Boulevard.

ISSUE: GROUNDWATER REPLENISHMENT SYSTEM

VOTE: 5-0

SUMMARY: The council adopted a resolution supporting the Groundwater

Replenishment System, a joint effort by the Orange County Water District

and the Orange County Sanitation District. Under the current water

system, the county estimates that water shortages will affect 300,000

families during the next 20 years. To ensure safe and reliable water for

the growing population in Orange County, the Groundwater Replenishment

System will reclaim highly treated wastewater, which is currently being

discharged into the ocean.
