Issue: STUDENT PROMOTION AND RETENTION

Vote: 5-0

Summary: The school board approved the district’s Promotion and Retention

Implementation Plan, which offers three key objectives.

The objectives are: accurately identifying students’ performance and

achievement levels based on several measures; notifying teachers, parents

and students about current student performance levels; and providing

instruction that ensures all students’ achievement levels meet or exceed

grade level standards in reading/literacy, writing and math.

The legislation, passed in 1998, requires districts to create a promotion

and retention plan, which prevents at-risk students from moving to the

next grade level if the student falls below minimum, acceptable

standards.

Issue: CLASS SIZE REDUCTION PROGRAM

Vote: 5-0

Summary: The board agreed the district would apply for $152,000 of

federal money to be used to cut class size. The money will be used for

teacher training in elementary schools.

Although the program is designed to offer funding so schools can reach a

student/teacher ratio of 18:1, California has received a waiver that

allows districts that have reduced class sizes to 20:1 in grades one

through three the flexibility to use the funds to improve teacher

quality.

Ocean View has reduced class sizes to 20:1 in kindergarten through third

grades.

Issue: CONTRACT PROPOSAL

Vote: none

Summary: The board reviewed a contract proposal for district management,

confidential secretaries and psychologists, which would give those

employees a 4.75% raise retroactive to July 1.

The district would also contribute an additional $464 for health and

welfare benefits.

A public hearing to discuss the proposal will be conducted at 7 p.m.
