MILLENNIUM MOMENT

David Cline is known to many local residents as the man who keeps

the hot tubs running: he’s the president and CEO of Costa Mesa-based

Balboa Instruments, which manufactures controls for spas.

And when Cline isn’t helping to perfect the bubbles in Jacuzzis, he’s

lending a hand to college-bound kids. Cline was a designer of the PEAC

Program, which works to provide scholarships to students of Costa Mesa

high schools. The program has won numerous awards, including the

Partnering Education and Community Award and the award for Ethics in

America Achievement.
