ISSUE: CARL’S JR. PLAYGROUND

Vote: 5-0

Summary: The City Council approved a request by Carl’s Jr. restaurant to

withdraw its appeal of the planning commission’s vote to limit the

restaurant’s construction plans at 17155 Brookhurst St. The planning

commission removed the three-story playground from the proposed

restaurant because the outdoor equipment would not fit the city’s

aesthetics. In an Oct. 25 letter addressed to the City Council, Carl

Karcher Enterprises said the company has decided to construct the

restaurant without the playground.

ISSUE: CUSTODIAL SERVICES

Vote: 5-0

Summary: The council amended the Sure-shine Janitorial agreement for

custodial services to June 30, 2000. The $6,891 monthly contract totals

$82,692 annually. Operations of government buildings, including custodial

service supervision, were to be transferred to Public Works on July 1,

but because of employee vacancies, the program functions will not be

taken over until the City Yard relocates.

ISSUE: MILLENNIUM TREES GRANT

Vote: 5-0

Summary: The council authorized an application for the Trees for the

Millennium grant opportunity created by the governor’s office. The

program will give $2 million statewide to improve urban forests and

increase citizen interest in planting trees. The city will purchase and

plant about 400 trees before Jan. 31, 2002 and be reimbursed by state

grant funds.

ISSUE: CODE ENFORCEMENT GRANT

Vote: 5-0

Summary: The council approved a $13,000 grant from the Orange County

Transportation Authority to buy the city code database program from

Integrated Information Systems. The equipment would enable staff to

continue managing the code enforcement database and caseload more

efficiently. The current database, which tracks inoperable vehicle

violations and reinspections, is not Y2K compliant and will be removed

from the network before the end of the year.

ISSUE: FIRE STATION FUEL TANK

Vote: 5-0

Summary: The council awarded a $29,962 contract to Tank Specialists of

California to install an aboveground fuel tank at fire station No. 1. The

fuel tank will service the daily needs of fire trucks, a battalion

chief’s vehicle, maintenance and response equipment, and a 24-hour

emergency power generator.

ISSUE: HEARING FOR FISCAL PLAN

Vote: 5-0

Summary: The council set a public hearing to consider the city’s Agency

for Community Development Five-Year Plan for 1999-2000 through 2003-04.

The plan sets objectives for programs designed to eliminate blight or

increase and improve the supply of affordable living in the city.
