MILLENNIUM MOMENT
Donald Dungan served in World War II as a tank navigator, and when
he got out of the U.S. Army he opened a law office with LeRoy Anderson in
Costa Mesa. That was in 1946.
When Costa Mesa officially incorporated in 1953, Dungan was named the
city’s first attorney, a position he would hold until 1966.
Dungan also served as judge on the Harbor Judicial District Court for 16
years, retiring in 1982. After his official career was over, he continued
to act on an advisory committee for the City Council.
He died in 1984.
