MILLENNIUM MOMENT

Brooklyn-born Arlington “Arlie” Swartz was brought to California during

World War II when the U.S. Navy stationed him in Long Beach.

After the war, Swartz settled in the Newport-Mesa area and worked on the

Incorporation Committee for Costa Mesa, becoming the first clerk of the

city. Swartz rose to become city manager in 1964, and in that role was

instrumental in overseeing the city’s northward expansion. It is because

of Swartz’s influence and that of former city attorney Donald Dungan that

revenue-generating northside areas, such as the land that South Coast

Plaza occupies, were brought within city limits.

Swartz was a member of many local groups, including the Lions Club and

the Amigos Viejos, and was a president of the Orange County Coast Assn.

He passed away in 1974.
