THE ISSUES

* MEASURE S AND MEASURE T:

Supports Measure S, which proposes to put certain general plan

amendments before a citywide vote. Says the measure came as a direct

result of residents’ disgruntlement over representative government.

Says that supporters of Measure T, which would add parts of the city’s

traffic phasing ordinance to the City Charter and nullify Measure S,

should voters approve both measures, should be more specific about what

they don’t like about Measure S “other than that it’s against

representative government. Many people in favor of Measure T were very

outspoken against the traffic phasing initiative when it was being put

together. Now they’re embracing it as if we need to sanctify it.”

* ORANGE COUNTY AIRPORTS:

Wants to extend flight limits at John Wayne Airport beyond 2005 and

pursue a second airport at the former El Toro Marine Corps Air Station.

“I believe that we have not done a very good job of reaching out to

our neighbors in South County.” Beek says she wants to look at building a

smaller airport at El Toro.

“You do get somewhat used to [the noise,]” she said as a jet flew over

her house.

* STATE OF THE BAY:

Supports establishing a harbor commission to oversee the protection of

the bay.

Just like the Parks, Beaches and Recreation or the Arts commissions, a

harbor commission would advise the City Council and create educational

programs for residents to inform them of the problems caused by feeding

wildlife on the beaches, among other things.

* ANNEXATION PROPOSALS:

Says that she supports the annexation of Newport Coast “if it works

out financially for us and them, and they are interested in becoming part

of Newport Beach.”

Supports the annexation of Santa Ana Heights and Bay Knolls.

* THE LARGER PICTURE:

Says projects, such as a proposed arts and education center and

Banning Ranch must be looked at in context.

“How viable does Banning Ranch make a bridge at 19th Street?” she

asked.

Wants to carefully explore the proposal to build an arts center on an

open space parcel above the central library.

“You have to show me that there is a need and when there is a need,

we’ll look at where is the best place to put it.”

Says that combining an arts center with the Balboa Theater currently

being renovated might be a better option than building on the city’s

already sparse open space.
