THE ISSUES

EDUCATION:Strongly opposes moves toward privatization of public

schools, including Prop. 38, which would give vouchers to students and

possibly make it easier for them to attend private schools.

“I’ve watched George W. Bush [in the debates with Al Gore] saying we

will have no children left behind. If Prop. 38 is passed, you’re going to

leave thousands of children behind.”

Argues that competition is not a force that meshes well with the idea

of quality education for all, and that there is no reason publicly run

schools can’t do a good job.

“You can’t tell me that great public education isn’t possible, because

we’ve had it in California” before the passage of Prop. 13.

AIRPORTS:

Argues that an airport at El Toro would be a mistake and support moves

to reopen consideration of construction on the Marine Corps base at Camp

Pendleton.

Admits that the obstacles to such a plan would be formidable, but “it

couldn’t be any worse than what’s going on now with El Toro.”

ABORTION:

Stresses the importance of emphasizing adoption as an alternative to

abortion, but supports abortion rights.

“I just don’t think you can make laws that can comprehend all the

different circumstances” that pregnant women may have to face. “There’s a

lot of things that government shouldn’t do. One of them is interfere in

these decisions.”

CAMPAIGN FINANCE:

Refuses to accept money from political action committees and argues

that his Republican opponent’s positions are compromised by his

willingness to do so.

“How can he be objective?” in his voting, given his fund-raising

approach, Graham asked.
