ON THE ISSUES
JOHN HEFFERNAN ON:
* MEASURE S AND MEASURE T:
He supports Measure S. “It’s clearly what I stand for: a slow-growth,
residents-first platform. It sends an entirely different message to the
City Council, which should not be dominated by big revenue decisions.”
Still, he said the measure has flaws.
“As an attorney with a fine reading, it has points that many would
consider clumsy at best.”
He opposes Measure T, which he described as a reaction to Measure S.
“It doesn’t do anything except kill” Measure S.
Measure S proposes to put before a citywide vote any development that
allows an increase of more than 100 peak-hour car trips or dwelling
units, or 40,000 square feet or more than the general plan allowance.
Measure T would add parts of the city’s traffic phasing ordinance to
the city charter and nullify Measure S if voters approve both measures.
* ORANGE COUNTY AIRPORTS:
He said the city should have spent money lobbying Washington for an
extension on flight limits at John Wayne Airport rather than funding the
campaign against Measure F. Approved by voters in March, the measure
requires a two-thirds vote by residents on airports, landfills and jails.
“Let’s make some peace [with South County residents] here. Look at
what we have to deal with. The caps [at John Wayne Airport] come off in
five years. We better try to get a modified cap. I don’t see how you can
extend it. I don’t see that’s what a congressman with great seniority
[Rep. Christopher Cox (R-Newport Beach)] wants to see happen.”
* STATE OF THE BAY:
He said he wants to ensure other cities don’t release untreated water
into the San Diego Creek Channel, which flows into the bay.
Wants to ensure the city prevents boat owners from polluting the bay.
“I don’t know how big it is on the radar of the City Council. I don’t
see them enforcing holding tanks.”
* ANNEXATION PROPOSALS:
He said he wants the city to get involved earlier in developing
annexation areas.
“Why do we let these projects get entitled out of our jurisdiction?
Why don’t we get involved in the planning process from the outset? I
don’t think there is a reason not to annex [Newport Coast or Banning
Ranch.] But you better start planning earlier.”
* CAMPAIGN FINANCE REFORM:
Heffernan does not accept contributions and has put up $7,000 of his
own money so far. He said candidates who accept contributions open
themselves up for favors to contributors in return. He wants to limit the
amount of money candidates can spend on a campaign.
