For the past six years, Republican candidate Tom Harman has sat on the

Huntington Beach City Council. He was elected to the Orange County

Republican Central Committee in 1998 and reelected this year.

Harman, a member of the Orange County Local Agency Formation

Commission, said there are many issues to contend with in the state

Assembly, including education reform. He said there is a serious need for

greater accountability by teachers and parents.

“Our school buildings are in an acute state of disrepair, and our

young students deserve better,” Harman said.

He added that he also favors a patients’ bill of rights and the rights

of patients to a second decision.

“The medical decision should be made by a doctor and his patient, not

an HMO,” Harman said.Transportation, the environment and energy

production are issues that deserve a lot of attention, Harman said.

The urban runoff issue is one of the matters Harman said has not

received enough focus and funding.”I’m disappointed because Gov. Davis

vetoed Assembly Bill 1385 that was sponsored by Assemblyman Scott Baugh,

and if it would have passed, then funding would have been provided for

studies of the cause of urban runoff, which is the way to learn how to

solve the problem,” Harman said.

He also wants to work on the deregulation of the electrical energy

industry and the effect it is starting to have on consumer rates.

“I’m opposed to any increases to consumers energy bills,” Harman said.
