Chuck Downing ran for City Council in 1996 and is a member of the

Huntington Beach Chamber of Commerce.

A business owner, he studied at Mt. San Antonio College, Golden West

College and Irvine City College, and believes that while the city’s civic

leaders have made strides in development, he wants to build on that

momentum and move the city forward.

The city’s older infrastructure is its weak point, Downing said. He

hopes to change that if elected.

“We need to find ways of funding the repair and maintenance of our

aging infrastructure and to preserve the quality of life for all our

citizens, from youth to seniors, while avoiding an increase in the local

tax burden,” he said.

“We need to provide incentives to the private sector to provide

affordable housing to fixed and low-income residents, as well as ‘starter

housing,”’ he said.

Projects such as Huntington Center, he added, are vital for the city.

He also supports a proactive approach to redevelopment and will work with

all parties involved to strive for a win-win solution.

“I believe the Downtown has come a long way, and I will make every

effort to attract upscale restaurants and family attractions for our

tourists and Huntington Beach residents,” he said.

* THE BIGGEST CHALLENGE FACING THE CITY

Downing said the ocean will need more focus in the future.

The city will need to keep its beaches free of bacteria and open to

the public, and find a way to provide funding to treat urban runoff and

prevent closures, he said.

Infrastructure, he added, will also continue to be a problem in the

city.
