Kelly Borgen was promoted to assistant account executive at Roxburgh,

an integrated communications company in Costa Mesa. She joined the group

in 1997 and most recently served as advertising account coordinator. In

her new role, she is responsible for account support, client service and

facilitating project flow. Borgen is a graduate of UC Santa Barbara,

where she received a bachelor’s degree in art and sociology ... The

of Costa Mesa, made the list. From Newport Beach, Alexei Rex Babazadeh,

Katherine Coy Covington, Shannon Christine Going, Dack Michael La Marque,

Jennifer Lynn Morgan and Scott Simonson Short made the list ... Irell &

Newport Beach, announced the election of seven partners. Laura Brill,

in Newport Beach announced that assets under the management of the

group’s Total Return Bond Fund increased more than 28% since the

beginning of 2000 and exceeded $38.2 billion as of Dec. 31. The company

also announced that Bill Gross, manager of the Total Return Fund, and his

team have been named Fixed Income Manager of the Year by Morningstar, a

Chicago-based investment information and research firm.
