UPGRADING COUNCIL CHAMBERS

After a suggestion from Councilman Gary Monahan, staff has looked into

upgrading the council chambers and decided that the view should be

improved for the council, staff and commissioners, as well as the

audience. The council also suggested the chambers be given a more open

appearance by removing the “big boxes” that house the big screen

projectors. The council is also asking staff to solicit bids to install

seven 10.5-inch (liquid crystal display) LCD monitors, as well as to

consider the installation of television equipment in Conference Room 1A

for the purpose of videotaping public meetings.

What to expect: Staff recommends installing the LCD monitors and the

television equipment for public meetings. They also recommend keeping the

“big boxes” in the chamber for now until they can be replaced with plasma

screens in the next couple years.

VANGUARD UNIVERSITY BONDS ISSUE

Vanguard University is requesting that revenue bonds by the Health and

Educational Facilities Authority of the State of Missouri be approved by

the council. The bonds are not to exceed $120.8 million for the purpose

of making a loan to Assemblies of God Financial Services Group, of which

not more than $25.6 million will be used to finance, refinance, and

reimburse the costs of the educational facilities owned and operated by

Vanguard University.

What to expect: The council is expected to approve the request.

REALLOCATION OF HOME FUNDS

The council will consider whether or not to approve an amendment of

the 2000-2001 Consolidated Plan Action to reallocate HOME funds from

Multi-Family Housing Development/Rehabilitation to Single Family

Homeownership Acquisition/Rehabilitation. There is also a resolution to

approve the Affordable Housing Agreement with Humanity Housing, Inc.

What to expect: The council is expected to conduct a public hearing to

see what others think about the proposal.

A REHEARING

A rehearing is being requested by city attorney Jerry Scheer about the

council’s Feb. 5 approval of applications for the expansion of the South

Coast Plaza Town Center, located between Sunflower Avenue, the San Diego

Freeway, Avenue of the Arts and Bristol Street.

What to expect: The council is expected to continue a discussion on

the topic until May 21.
