TOWN CENTER EXPANSION

A development agreement relating to the 54-acre Town Center expansion

plan is up for City Council approval tonight. The first reading of an

ordinance approving the agreement between the city, the FSP Two Town

Center and Fifth Street Properties will take place tonight.

Staff is recommending that the other aspects of the expansion such as

General Plan amendment be continued to Dec. 3.

The project, a collaboration between South Coast Plaza, the Orange

County Performing Arts Center and the Commonwealth Partners LLC, has been

delayed for months now.

The proposal includes a pedestrian-oriented cultural arts district

bordered by Bristol Street, Sunflower Avenue, Avenue of the Arts and the

San Diego Freeway.

It also calls for a new symphony hall, expansion of South Coast

Repertory Theater, an art museum or academy, restaurants, an improved

parking area and office space.

Throughout the process, opponents of the project have complained about

the size of the expansion and raised concerns about increase in traffic.

WHAT TO EXPECT: The council members are expected to approve the first

reading of the ordinance, thereby giving their approval to a development

agreement between all concerned parties.
