HUNTINGTON BEACH CITY SCHOOL DISTRICT

WHAT HAPPENED:
A unanimous vote favored an agreement with the Huntington Beach
Community Clinic for intern counselor services at Kettler and Perry
schools for the 2001-2002 school year.
WHAT IT MEANS:
The Huntington Beach Community Clinic and Perry and Kettler schools
are developing an on-site school-based counseling program for the
upcoming school year. The program will provide an effective resource for
children who need additional support with peer relationships, problem
solving, goal setting and life skills strategies.

WHAT HAPPENED:
The board approved the adoption of supplemental instructional
materials to support literacy intervention, second reading.
WHAT IT MEANS:
It is estimated that 85% to 90% of all students who are poor readers,
including those classified as learning disabled, could increase their
reading skills to average levels with explicit, systematic phonics and
language instruction. LANGUAGE! is a comprehensive kindergarten through
12th-grade literacy intervention curriculum used in general education,
special education, Title I, English Language Learners, resource and
inclusion programs. The target population is students scoring at the 30th
percentile and below in reading. LANGUAGE! was introduced in 1994-95,
when its pilot study was funded by the National Center for Learning
Disabilities.
Also of note at Tuesday’s board meeting, the board appointed James
Harden as assistant principal of Dwyer Middle School.
Harden, who has taught in the Saddleback Valley Unified School
District for the past 10 years, replaces Pat Wrenn, who retired in June.
NEXT MEETING
The next meeting will be held at 7 p.m. Aug. 21 at the school district
offices, 20451 Craimer Lane.
OCEAN VIEW SCHOOL DISTRICT

IN FAVOR 4-1
WHAT HAPPENED:
Although not unanimous and over residents’ protests, the board agreed
to rescind a moratorium placed on funding for the construction of the
district’s four middle school gymnasium/auditorium facilities. Barbara
Boskovich was the dissenting vote.
WHAT IT MEANS:
An initial study has been completed in regards to the construction of
the gymnasium/auditorium facilities at Marine View, Mesa View, Spring
View and Vista View middle schools. The moratorium is to be lifted, and a
search for funding will continue.

WHAT HAPPENED:
In a unanimous vote, a compensation increase for District Supt. James
Tarwater, was approved.
WHAT IT MEANS:
Tarwater will receive a 5% increase to his base salary, retroactive to
July 2000. The hike would provide a base salary of $137,415. A
compensation study had not been done on the Superintendent’s position in
the last nine years. Comparison of school district superintendent’s base
salary in the county reflects that the Ocean View School District
superintendent’s base salary ranks as one of the lower ones compared to
other county superintendents.
